국제장애인태권도연맹 출범에 앞서서 전 세계 장애인이 무려 10억명이라는세계보건기구와 세계은행이 2021년 나온 통계 자료를 인용해 발표한 보고서가 있습니다. 세계 인구의 15%가 장애를 앓고 있다는 것이며 이 가운데 중증 장애인은 2억여명이며 어린이는 9천5백만명이라 합니다. 더욱이, 앞으로 신체 장애나 정신 장애인이 더 늘어날 것이라는 전망이 나오고 있습니다. 이런 장애인 문제에 국제 사회단체나 국가는 장애인을 위한 보건 정책이나 복지에 힘쓰고 있으나 아직 갈 길이 멀고 소외되고 있습니다. 이런 장애인의 약자적 환경에 태권도가 장애인 건강과 재활에 도움이 되는 역할과 사회 진출에 필요한 조직의 국제장애인태권도연맹이 된다면 좋겠다고 생각됩니다. 대한민국은 태권도 종주국으로 전 세계인들에게 사랑 받고 있으며, 또한 올림픽에 정식 종목으로 채택되어 있습니다. 그리고 장애인 올림픽과 데플림픽 등에 정식 종목으로 채택되어 있습니다. 이런 발전에 비해 장애인 태권도에 대한 준비 부족과 연구 과정 없이 비장애인에게 적용되는 경기 규정과 규칙을 장애인에게 그대로 적용시켜 대회를 진행하는 것은 잘못된 정책이라고 말할 수 있습니다. 즉, 장애의 종류, 특성들을 기초한 종목 개발과 경기 규정이 연구되어야 진정한 장애인 태권도 대회가 될 수 있을 것입니다. 국제장애인태권도연맹이 창립된 지금은 태권도 전문가들이 참여하여 과학적인 이론, 기술 체계를 정립하여 장애인에게 가치 있는 태권도 경기가 보급되기를 바라면서, 본 연맹은 국제 조직으로 거듭나기 위해 5개 대륙 연맹과 국가 협회를 회원국으로 구성하여 국제연맹의 면모를 갖추고 각종 국제 대회를 주최, 주관할 것입니다. 이런 행사 진행을 위한 기술전문위원회 조직 구성을 세계 대회를 치를 수 있는 인원의 규모로 갖출 것입니다. 본 연맹은 국제장애인 단체와 국제스포츠기구와의 긴밀한 관계 유지와 업무 추진으로 올림픽 등 각종 국제 행사를 공동 개최하는 연맹으로 발전할 계획입니다. 본 연맹은 조직과 운영을 위해 장애인 지도자와 태권도 지도자를 모시고 공동 운영자로서 함께 노력했으면 좋겠습니다. 여러분께서 본 연맹의 임원으로 활동을 원하시는 분은 먼저 본인의 참여 희망 의사 표명이 중요합니다. 출범에 앞서 국제장애인태권도연맹을 위해서 희생 정신과 봉사한다는 마음으로 많은 참여 있기를 기대합니다. 2022. 05. 총재 김 철 오
Greetings of The ITFPD(International Taekwondo Federation of Para & Deaf) There is a report of the World Health Organization and the World Bank issued in 2021 based on the statistical data that the disabled in the global village amount to as many as 1 billion people. According that report, 15% of the world's population experience some form of disability, about 200,000,000 people of them are with severe disabilities and 95,000,000 people of them are children. In addition, the physically disabled and the mentally disabled are expected to increase in the future. Although many international organizations and nations of the global village are striving for the promotion of health policy and social welfare for the disable, we have a long way to go for the benefit of the disabled. The ITFPD thinks that it would be a good organization playing a helpful role to the health and rehabilitation of the disabled suffering from various harsh environments. The Republic of Korea is loved by the whole global villagers as a ‘suzerain state’ of Taekwondo, and Taekwondo is an official sport in the Olympics, in the Paralympic Games, and in the Deaflympics. On the contrary, hosting the Taekwondo championships for the disabled, without careful consideration for the disabled, according to the regulations and rules for the non-disabled, could be regarded as a wrong policy. In short, full understanding different characteristics and types of disabilities and regulations of Taekwondo competition for the disabled can be followed by the real Taekwondo championships for the disabled. The ITFPD shall invite Taekwondo experts to establish scientific theory, and technical system, wishing to host the valuable Taekwondo championships for the disabled, and the ITFPD shall have such members as 6 Continental Taekwondo Federations and national Taekwondo associations of the global village to host and manage various international Taekwondo championships for the disabled. |
